§l. Name
The Nor­we­gian Peace Coun­cil is a coope­ra­tive body for Nor­we­gian peace orga­niza­tions endor­sing the Council’s core values.

§2. Aim
The param­ount object of the Nor­we­gian Peace Coun­cil is to create enga­ging are­nas for peace engage­ment and to strengt­hen pos­si­bi­lities for Nor­we­gian peace orga­niza­tions to col­la­bo­ra­tion, com­mu­ni­ca­tion and influence.

§ 3. Mis­sion State­ment
NPC is poli­ti­cally inde­pen­dent.
NPC will work for peace, dis­ar­ma­ment and con­flict reso­lu­tion wit­hout vio­lence.
NPC oppo­ses war, and sees mili­ta­rism, weapons, alli­an­ces, and the unequal dis­tri­bu­tion of resources as pos­sible cau­ses of a war.
NPC will pro­mote soli­darity, jus­tice, equa­lity and under­stan­ding across cul­tural dif­fe­ren­ces and poli­ti­cal objectives.

§ 4. Objec­ti­ves
Nor­we­gian Peace Coun­cil is to:
be a meeting place and a pro­mo­ter of peace efforts
be a voice in the peace policy debate
be future-oriented and follow devel­op­ment in the peace-related issues and work
be a por­tal for peace in all parts of society

§5. Mem­ber­ship
Orga­niza­tions can for­mally apply to join the Nor­we­gian Peace Coun­cil.   Admis­sion of new mem­ber orga­niza­tions requi­res 2/3 majority of the Super­vi­sory Board.

§6. The Super­vi­sory Board
Super­vi­sory Board is the Council’s hig­hest aut­hority, and meetings shall be held before the end of May every two years.

6.1 Notice
Notice of the Super­vi­sory Board’s meeting should be sent to the affi­li­a­ted orga­niza­tions no later than 6 weeks before the meeting. Pro­po­sals to the ​​Super­vi­sory Board meeting must be sent to the board no later than 4 weeks before the meeting. The board must send the dos­sier to the orga­niza­tions and mem­bers of the Board no later than 3 weeks before the meeting.

6.2 Repre­sen­ta­tion
All mem­bers of the affi­li­a­ted orga­niza­tions have the right to speak at the Super­vi­sory Board meeting.
Each orga­niza­tion can have two voting repre­sen­ta­ti­ves on the Super­vi­sory Board meeting. Super­vi­sory Board meeting has a quo­rum when at least 2 / 3 of the mem­ber orga­niza­tions are present.

6.3 Voting
Only repre­sen­ta­ti­ves from the mem­ber orga­niza­tions that have paid dues for the cur­rent year can vote on the Super­vi­sory Board meeting. Each repre­sen­ta­tive has one vote.

6.4 Issues of Super­vi­sory Board’s Meetings
During meetings Super­vi­sory Board shall discuss reports, range of report, accounts and audit report, work plan, bud­get, sche­dule of annual fees and other mat­ters that are set up on the agenda.

6.5 Election
The super­vi­sory board choo­ses chair­man, 6 mem­bers, 4 deputy mem­bers, eva­lua­tion com­mittee of 3 mem­bers, nomi­na­tion com­mittee of 3 mem­bers, audi­tor, repre­sen­ta­tive and deputy repre­sen­ta­tive to the IPB. Super­vi­sory Board should aim for opti­mal allo­ca­tion of seats on the meeting between its mem­ber orga­niza­tions, and also the best pos­sible rota­tion among orga­niza­tions repre­sented on the board.

§7. Extra­or­di­nary meeting of the Super­vi­sory Board
An extra­or­di­nary Super­vi­sory Board meeting shall be held if an ordi­nary meeting of the Super­vi­sory deci­des it, 3 of the affi­li­ate orga­niza­tions are requi­red, or the board makes a deci­sion about it. Such meetings shall be con­ve­ned with at least 3 weeks’ notice to all affi­li­a­ted orga­niza­tions. The meeting can only discuss the mat­ters stated in the for­mal meeting notice.

§8. NPC’s mana­ge­ment
The Coun­cil is chai­red by the chair­man and a board of six mem­bers with four deputy mem­bers. The Board has a quo­rum when at least 4 mem­bers or alter­nate mem­bers are pre­sent. The board issues guid­e­li­nes to choose a committee.

§9. IPB
Nor­we­gian Peace Coun­cil is affi­li­a­ted to Inter­na­tio­nal Peace Bureau (IPB).

§10. Dis­pu­tes about sta­tue
If a dis­pute ari­ses about how a sta­tu­tes should be inter­preted, the board shall pro­vide an inter­pre­ta­tion that will be enfor­ced until the Super­vi­sory Board inter­prets the statutes.

§11. Amend­ments
Chan­ges in the article of asocia­tion can only be done on the Super­vi­sory Board meeting. Amend­ment pro­po­sals must be sent to the Board no later than 4 weeks before the meeting, and announ­ced to the orga­niza­tions wit­hin 3 weeks before the meeting. Chan­ges in the con­sti­tu­tion require 2 / 3 majority of the Super­vi­sory Board meeting.

§12. Reso­lu­tion of the Coun­cil
Nor­we­gian Peace Coun­cil can­not be dis­solved as long as two orga­niza­tions want to con­ti­nue the work of the Coun­cil. In case of dis­so­lu­tion of the Peace Coun­cil the archive of all acti­vities and Council’s library should be sent to Korn­haug Freds­sen­ter, or other peace ini­tia­ti­ves in Nor­way, wor­king in accor­dance with the Nor­we­gian Peace Council’s guid­e­li­nes. Remai­ning assets shall accrue to the Nor­we­gian peace research.

§13. Wit­hdra­wal and exclu­sion
13.1 Orga­niza­tions that wish to wit­hdraw from the NPC must notify the Board. Orga­niza­tions that that does not pay the annual fee for two years in a row, and igno­res the fee remin­ders, will be con­side­red as resigned.

13.2 Indi­vi­duals may be exclu­ded from office in Nor­we­gian Peace Coun­cil and orga­niza­tions may be exclu­ded as a mem­ber of the NPC if they under­mine the Peace Council’s pur­pose and values, or func­tion as a con­sul­ta­tive body in a serious way.

13.3 Deci­sions about the exclu­sion from office and expul­sion can only be taken by the Super­vi­sory Board or Extra­or­di­nary Super­vi­sory Board by 2 / 3 majority. The deci­sion must be jus­ti­fied. It can be repea­led later by anot­her Super­vi­sory Board.

13.4 Only the board can pro­pose to the Super­vi­sory Board, the exclu­sion of a mem­ber orga­niza­tion or exclu­sion of an indi­vi­dual from office.

13.5 Mem­ber orga­niza­tions pro­po­sed for exclu­sion from office are entit­led to appeal the penalty, and they have the right to argue for their case to the Super­vi­sory Board or Extra­or­di­nary Super­vi­sory Board before a final deci­sion is made.

13.6 Exclu­ded mem­ber orga­niza­tions may not be admit­ted as a mem­ber until at least two years after the expul­sion deci­sion is made.
