§l. Name
The Norwegian Peace Council is a cooperative body for Norwegian peace organizations endorsing the Council’s core values.
§2. Aim
The paramount object of the Norwegian Peace Council is to create engaging arenas for peace engagement and to strengthen possibilities for Norwegian peace organizations to collaboration, communication and influence.
§ 3. Mission Statement
NPC is politically independent.
NPC will work for peace, disarmament and conflict resolution without violence.
NPC opposes war, and sees militarism, weapons, alliances, and the unequal distribution of resources as possible causes of a war.
NPC will promote solidarity, justice, equality and understanding across cultural differences and political objectives.
§ 4. Objectives
Norwegian Peace Council is to:
be a meeting place and a promoter of peace efforts
be a voice in the peace policy debate
be future-oriented and follow development in the peace-related issues and work
be a portal for peace in all parts of society
§5. Membership
Organizations can formally apply to join the Norwegian Peace Council. Admission of new member organizations requires 2/3 majority of the Supervisory Board.
§6. The Supervisory Board
Supervisory Board is the Council’s highest authority, and meetings shall be held before the end of May every two years.
6.1 Notice
Notice of the Supervisory Board’s meeting should be sent to the affiliated organizations no later than 6 weeks before the meeting. Proposals to the Supervisory Board meeting must be sent to the board no later than 4 weeks before the meeting. The board must send the dossier to the organizations and members of the Board no later than 3 weeks before the meeting.
6.2 Representation
All members of the affiliated organizations have the right to speak at the Supervisory Board meeting.
Each organization can have two voting representatives on the Supervisory Board meeting. Supervisory Board meeting has a quorum when at least 2 / 3 of the member organizations are present.
6.3 Voting
Only representatives from the member organizations that have paid dues for the current year can vote on the Supervisory Board meeting. Each representative has one vote.
6.4 Issues of Supervisory Board’s Meetings
During meetings Supervisory Board shall discuss reports, range of report, accounts and audit report, work plan, budget, schedule of annual fees and other matters that are set up on the agenda.
6.5 Election
The supervisory board chooses chairman, 6 members, 4 deputy members, evaluation committee of 3 members, nomination committee of 3 members, auditor, representative and deputy representative to the IPB. Supervisory Board should aim for optimal allocation of seats on the meeting between its member organizations, and also the best possible rotation among organizations represented on the board.
§7. Extraordinary meeting of the Supervisory Board
An extraordinary Supervisory Board meeting shall be held if an ordinary meeting of the Supervisory decides it, 3 of the affiliate organizations are required, or the board makes a decision about it. Such meetings shall be convened with at least 3 weeks’ notice to all affiliated organizations. The meeting can only discuss the matters stated in the formal meeting notice.
§8. NPC’s management
The Council is chaired by the chairman and a board of six members with four deputy members. The Board has a quorum when at least 4 members or alternate members are present. The board issues guidelines to choose a committee.
§9. IPB
Norwegian Peace Council is affiliated to International Peace Bureau (IPB).
§10. Disputes about statue
If a dispute arises about how a statutes should be interpreted, the board shall provide an interpretation that will be enforced until the Supervisory Board interprets the statutes.
§11. Amendments
Changes in the article of asociation can only be done on the Supervisory Board meeting. Amendment proposals must be sent to the Board no later than 4 weeks before the meeting, and announced to the organizations within 3 weeks before the meeting. Changes in the constitution require 2 / 3 majority of the Supervisory Board meeting.
§12. Resolution of the Council
Norwegian Peace Council cannot be dissolved as long as two organizations want to continue the work of the Council. In case of dissolution of the Peace Council the archive of all activities and Council’s library should be sent to Kornhaug Fredssenter, or other peace initiatives in Norway, working in accordance with the Norwegian Peace Council’s guidelines. Remaining assets shall accrue to the Norwegian peace research.
§13. Withdrawal and exclusion
13.1 Organizations that wish to withdraw from the NPC must notify the Board. Organizations that that does not pay the annual fee for two years in a row, and ignores the fee reminders, will be considered as resigned.
13.2 Individuals may be excluded from office in Norwegian Peace Council and organizations may be excluded as a member of the NPC if they undermine the Peace Council’s purpose and values, or function as a consultative body in a serious way.
13.3 Decisions about the exclusion from office and expulsion can only be taken by the Supervisory Board or Extraordinary Supervisory Board by 2 / 3 majority. The decision must be justified. It can be repealed later by another Supervisory Board.
13.4 Only the board can propose to the Supervisory Board, the exclusion of a member organization or exclusion of an individual from office.
13.5 Member organizations proposed for exclusion from office are entitled to appeal the penalty, and they have the right to argue for their case to the Supervisory Board or Extraordinary Supervisory Board before a final decision is made.
13.6 Excluded member organizations may not be admitted as a member until at least two years after the expulsion decision is made.
